SAILING INSTRUCTIONS

A Regatta
Limited to Sail Boats Under 20’ LOA
1.
RULES
Races will be sailed under the 2005-2008 Racing Rules of
Sailing including US Sailing Prescriptions and the rules of the class
associations for each yacht except as they may be
modified by these instructions.
2.
ENTRIES
Sailing yachts under twenty feet
LOA declared eligible by the Race Committee may be entered by completing
registration with The Oriental Dinghy Club accompanied by the appropriate fee. All yachts must display their number as
assigned at registration.
3.
LIFE JACKETS
Life jackets must be worn by all participants while on the water. Code flag “Y” will not be displayed.
4.
NOTICE TO COMPETITORS
Notices to competitors will be posted on an official notice
board located at the Oriental Wildlife Ramp and announced at the skippers
meeting. All notices so posted and/or announced will be deemed as being
delivered in writing to all parties.
5.
CHANGES IN SAILING INSTRUCTIONS
Any change in the sailing instructions will be announced at
the skipper’s meeting.
6.
SIGNALS MADE ASHORE
6.1 Signals made ashore will be displayed at the Oriental Wildlife
Ramp.
6.2 Code flag "AP" with two sound signals means "The
race is postponed".

SCHEDULE OF RACES
The first race will start at

RACING AREA
The racing area will be in the vicinity of the bridge in
Oriental including the waters of Green's and Smith Creeks.
9.
THE COURSES
The courses will be announced at the skipper’s meetings.
They will generally be from the starting line on the river side of the bridge
to the first mark then proceeding under the bridge up Greens Creek to the
second or third mark, as assigned. From
the second (or third) mark the course returns toward the bridge and then up
Smith Creek to the fourth mark. After
rounding the fourth mark proceed back under the bridge to the finish. All marks are left to starboard (clockwise
rounding).
10.
MARKS
The marks will be inflated orange or yellow tetrahedrons.
11.
THE START
11.1 The first race will be started in accordance with racing rule 26. This is the ‘Five minute’ sequence. Yellow Class flag is raised at 5 minutes; “P”
flag is raised at 4 minutes; “P” flag is lowered at 1 minute; Class flag is
lowered at 0 minutes (the start).
11.2 The second race will use a pursuit style start with starting positions
assigned at the mid‑day skipper’s meeting. The first boats to start will follow rule 26
as above with all subsequent starts at their assigned time separation after the
first start. The committee boat will
display or announce the time of the group that will be starting next.
11.3 The starting line will be between an orange flag on the race
committee boat and a nearby yellow mark.
12.
RECALLS
There will be no recalls. Yachts deemed to have started
early will be penalized by having their finishing order moved back two places
for the purposes of finish position. The adjusted place will not be used for
handicapping purposes in the second race.
13.
CHANGE OF COURSE AFTER THE START
If it becomes necessary to change or shorten the course
after the start, competitors will be notified by a chase boat.
14.
THE FINISH
The finish line
will be between an orange flag on the RC boat and a nearby mark. The RC boat
will display a blue flag when on station.
15.
PROTESTS
15.1 A yacht wishing to
protest another shall so inform the target yacht and, on its return to the
wildlife ramp, the race committee. Notification
must be made to the Race Committee within 10 minutes after the committee boat
docks.
15.2 Protest
hearings will be held as soon as possible after the protest time expires. The
jury will be made up of any volunteers not directly involved with the protest
at hand. The Protestor will have two minutes to state his/her protest. The protestee will then have two minutes to
respond. The volunteers will vote for either side by a show of hands. All decisions of the jury are binding and
final and may not be appealed.
16.
SCORING
Scoring shall
be based on a Portsmouth System handicapped finish position in the first race
plus the order of finish in the second race.
It will not pay to be a “Sand
Bagger”.
17.
PRIZES
Prizes will
be awarded at the end of the final race at the official awards ceremony.
18.
SPECIAL
INSTRUCTIONS
18.1 Retiring - A yacht
which has retired from the race shall notify the race committee before leaving
the course area.
18.2 Courtesy - Because
this event is in an area of shallow water and narrow channels where a large
fleet of small sail boats can be daunting, you are requested to show all
courtesies to non-participating vessels trying to negotiate the creeks.
