ODC PHRF FLEET RACE INSTRUCTIONS 2005

1.       RULES:  This series will be governed by The Racing Rules of Sailing 2005 – 2008.

2.       Racing Schedule:  As determined in ODC 2005 PHRF Racing Schedule

3.       Racing Area:  The races will be a triangle course encompassing the major Government Marks in the Neuse River off Oriental.  Those Marks are Oriental #1 “O” – Garbacon Shoals “G” – Adams Creek “A”. 

4.       Divisions:  There will be two divisions.  Spinnaker and Non-Spinnaker.  Two boats will be necessary for a division to conduct a race. 

5.       The Course:  The course will be determined by the Committee Boat on the day of the race.  The course will be displayed on the Committee Boat.  Sequence will be defined by reading the course left to right with “A” = Adams Creek, “G” = Garbacon and “O” = Oriental #1.

6.       Start Line:  The start will be between an Orange Flag on the Committee Boat and a nearby mark.  The location of the Start Line will be determined by the Race Committee on the Committee Boat on the day of the race.  The Start will be between two of the three Government Marks specified in Item #3.

7.       The Start:  Races will be started using rule 26, system 2.  A white flag may be substituted for the yellow flag i.e.

        The warning sound to start the racing sequence for the first fleet will be at 1200 Hrs.  Starting sequence for 2nd fleet will be at the discretion of the Committee Boat.  Starting Order: Spinnaker, Non Spinnaker         

8.       Finish Line:  The finish line will be between an Orange Flag on the Committee  Boat and a nearby mark.    

9.       Individual Recall:  Individual recall flag will be flown with a single sound signal and lowered when the Premature Starters have returned to the pre-start side of the line or four minutes, whichever is earlier.  Premature starters who do not re-start will be scored OCS.

10.    General Recall:  A General Recall, if necessary will be signaled by the First Substitute flag with two sounds. This flag will be lowered with one sound signal.  A new warning flag will be hoisted one minute later.  Subsequent starts will be started normally as stated in paragraph 7.

11.    Time Limit:  The time limit for each Division will be 3 hours after its start.  Any yachts not finishing within that period will be scored DNF.

12.    Finishing:  After finishing, all vessels must stay clear of the finish line.

13.    Radio: The race Committee will monitor VHF Channels 16 and 72.  Communications will be on Channel 72.

14.    Number of Races:  One or more races will be run per day at the discretion of the committee boat.

15.    Protests:  Since this is a fun event protests are not expected.  However, each skipper is expected to know the rules, should do the “proper” turns if a rule has been infringed and should file a protest if the situation has not been addressed in a satisfactory manner.  Such protests are to be filed with the Race Committee immediately after the day’s racing and will be heard before the next scheduled race day at a time and place chosen by the Protest Committee. The interested parties will be notified by the Protest Committee.

16.    Social:  An after race social with light snacks will occur at Triton Yachts pavilion immediately upon completion of the race.

17.    Race Scoring.

a.     The low point scoring system in appendix A of the rules of racing will apply for spinnaker boats.

b.     Non spinnaker boats we will have two methods of scoring the races.  The traditional “low point scoring” and a GOLF handicap system will be used.  All boats will be scored using both systems.  The boat that wins The Golf handicap will be determined by taking 75% of the additional time it takes for a boat to round the course added to the PHRF time it should have taken to round the course and add the two times together.  A new handicap will be determined after each race that a participant experiences.  We will calculate an average of the additional rounding times as races are logged and add 75% of that average to that individual boats PHRF handicap for a total handicap for the next race.  At the end of the season two trophies for non spinnaker will be awarded, one for PHRF and one for GOLF handicap.  The boat that wins the PHRF trophy will not be eligible for the GOLF handicap trophy.

c.)      Each boat’s fleet series score will be the total of her individual race scores.  The scoring will exclude the worst 1/3 of the number of fleet races run.  Example: If 6 fleet races (not days) are run during the season, the 2 poorest scores for a boat will be excluded.  This exclusion will be rounded down.

d.)     Any boat accepting committee boat duty on the day of a fleet race will be scored the average of his fleet races for the season.  Example: If a boat has 2 second places, 2 thirds, and a fourth: his missed race will be scored 3. This scoring will be rounded to the nearest whole number.
