Rocky says, “Use the cleats! Don’t tie up to the wooden railing.” On Wednesday, Rocky’s owner, Robert Fears of the Public Works Department, repaired — for a second time — the railing along the waterfront, which came loose after a boat mistook the railing for a place to tie a line.
